Mr. Mooney has been a Program Manager/Project Manager on large-scale UMCS, Access Control Point (ACP), Electronic Security Systems (ESS) integration, Maintenance and services and Smart Metering projects since 1996 and for Spawars Previously Known as Navalex contracts since 1986. These projects have included the design, procurement, installation, testing, maintenance and service of ESS, ACP, and Metering infrastructure. These systems included Closed Circuit Television (CCTV) Systems, Intrusion Detection Systems (IDS), and Electronic Entry Control Systems (EECS), Ground Base Radar Port Security Systems, Lightning Protection Systems (LPS), Lightning Warning Systems, Integrated Commercial Intrusion Detection Systems (ICIDS) and Smart Metering systems.
As Program Manager, Mr. Mooney has managed many design/build Installations, integration, maintenance and services, multi- year/multi-phase, simultaneous projects and task orders involving multiple subcontractors in numerous US states and in foreign countries. Mr. Mooney is familiar with all construction codes and standards. For each project, Mr. Mooney develops a compliance matrix for each guide specifications, construction code and standard identified in the contract including those applicable to task orders identified in the PWS Specifications. He develops the task order plan and schedule based on these compliance matrixes.
As Program Manager, Mr. Mooney has total technical and administrative management responsibility for several concurrent design, construction, and installation projects. The technical aspects included project scheduling, engineering design, installation processes, and testing procedures. He supervises equipment selection, control interface designs, and installation drawings. Additionally, Mr. Mooney has responsibility for the administrative aspects including purchasing, subcontractor management, small business subcontracting, estimating, monthly reporting, safety, quality control, security, and all duties associated with personnel management. He ensures that technical staff receives factory-certified training on each type of control system that Convergint Federal installs.
Mr. Mooney has been working with the U.S. Army Corps of Engineers (USACE) Huntsville office on the ESS SATOC and MATOC contracts (ESS-I, ESS-II, ESS-III, ESS-IV and ESS-VI) and UMCS MATOC contracts (UMCS-III and UMCS-IV) since 1996.
Mr. Mooney was the Program Manager responsible for multiple USACE task orders designs, installations, warranties and maintenance and Services of systems Installation, Programing, Testing, Training and testing. These projects included but not limited to IDS, EECS, CCTV, ACP, Networking, Advance Electrical Metering, traffic studies, construction of ID check points, search areas, guard booths, canopies, roadways, signs and signals, lighting, electrical work, Active Vehicle Barriers (AVB), Uninterruptible Power Supplies (UPS), and generators.
During his 35 plus years of experience, Mr. Mooney has worked with the US Army Corps of Engineers (USACE), US Army Europe (USAREUR), United State Forces Korea (USFK), US Army Japan, Department Of Defense (DOD), the Armed Forces (Navy, Army, National Guard, Air Force and Marines), the Federal Bureau of Investigation (FBI), the Department of Commerce, Immigration Services, the Defense Logistic Anti-Terrorist (DLA), the Bureau of Reclamation and the Bureau of Land Management (BLM).
